Red Seal Notary provides several passport related services:

Passport Application: Statutory Declaration in Lieu of Guarantor

Having trouble finding a guarantor? No worries. If you have not known an eligible guarantor for at least two years, you can, instead, complete a “Statutory Declaration in Lieu of Guarantor” form, which you can pick up at any Passport Canada location. This form must be sworn to (or declared before) a commissioner of oaths. Red Seal Notary’s fee for this service, including certification of your passport photo and the documents supporting your identity, is $69.00 + tax.

Certified True Copy of Your Passport

Red Seal Notary charges a flat rate of $89 + tax for certifying a true copy of your entire passport, which includes embossing through every page. If you require a certified true copy of the bio page (photo page) only, our standard notarization fee will apply.

    I am a duel citizen, never had Canadian passport, I have Birth
    Certificate and Proof of Citizenship Certificate from Canada.
    I would like to come to Windsor passport office but also need
    photo and the decleration of gaurentor, so will I need
    appointment and if so how far in advance and should I go to
    passport office first or you first. I have USA passport card and
    live in Cleveland

      Dear Scott,

      Thank you for your comment and for your interest in our website.

      Please note that a Guarantor for Canadian passport purposes is someone that has known you personally for at least two years, that holds a Canadian Passport. Note that your Guarantor CAN be a family member. If you have such a person, you should use them in your application as this is what Passport Canada wants to see, and it will almost certainly speed processing. You might be able to apply for the passport via mail and save yourself a trip, too. If you have a Guarantor, you do not need us for the application.

      If you do not have a Guarantor, you will need to pick up the Declaration in Lieu of Guarantor at the passport office, or you may be able to have the form sent to you by calling Passport Canada 1-800-567-6868, so that you can complete it (but NOT sign it), in advance. Please note this form requires two personal references (who cannot be family members) in addition to the two on the regular Passport application (so you’ll need 4 total). You will have to sign the form in the presence of the Notary after they administer the Statutory Declaration. The Notary will also have to mark one of your passport photos as an exhibit to the declaration, so you should take it with you. Most passport offices have a number of passport photo services in close proximity.

Make sure to allow yourself sufficient time before your appointment to pick up the form at the passport office and fill it out, as well as getting your passport photos.
